Oportunidades comerciales en Rumania - el gran mercado mas dinamico de Europa

Rumania es actualmente el gran mercado mas dinamico de Europa. De cara a las potenciales actividades comerciales en el mercado rumano previstos por el 2017, FRD Center ha realizado un analisis de las sectores de interes y las oportunidades comerciales en Rumania:

Rumania es un mercado emergente de Europa del Este, miembro de la Unión Europea desde el 2007 - con un crecimiento anual del PIB de 3.8 - 4.8% en los ultimos anos y el crecimiento del poder adquisitivo de 12% en 2016.

Las importaciones CIF en Rumania han registrado 61.842,1 millones de euro en los primeros 11 meses del 2016, un 6,9% más en comparación con el mismo periodo del 2015. Las importaciones de alimentos, bebidas y tabaco en Rumania han aumentado un 12% en los primeros ocho meses del 2016 en comparación con el mismo periodo del 2015, alcanzando 3.747 millones de euros.

El consumo ha aumentado un 16,3% en los primeros ocho meses del 2016 en comparación con el mismo periodo del 2015 y un 14,2% en los primeros 11 meses del 2016 en comparación con el mismo periodo del 2015. Eurostat confirma la continuación del crecimiento del consumo por este ano también.
En el 2017 siguen subiendo los sueldos y se espera también que el poder adquisitivo crecerá aun mas que en el 2016.

El volumen de las obras de construcción ha registrado un incremento del 10,4% en el 2015 en comparación con el 2014 y de 3,9% en los primeros siete meses del 2016 en comparación con el mismo periodo del 2015. En el 2017 estan previstos empezar nuevos proyectos de infraestructura, de edificios residenciales asi como comerciales.

Water and Wastewater Management Development in Romania

FRD Center has been monitoring the development of the water and wastewater management infrastructure in Romania, particularly in the context of the EU-funding available through the 2014-2020 Large Infrastructure Program.

According to the Romanian European Funds Ministry, 83% of the 11.88 billion EUR available under the Large Infrastructure Program was allocated to project-calls launched during 2016.

Two of the projects that will continue in 2017, funded with 1.7 billion RON (approx. 378 million EUR) are the Glina Wastewater Treatment Plant, as well as the rehabilitation of the Dambovita main collector sewer and sewer network in Bucharest.

The two projects aim to further improve wastewater infrastructure sector in Bucharest for the fulfillment of compliance with EU membership commitments and with intermediate targets agreed between the European Commission and the Romanian Government for implementation of Directive 91/271 EC on the collection and treatment of urban wastewater.

Other municipality that is committed to improving the water and wastewater management is Arad (W Romania). The value of investments proposed in the period 2014-2020, benefitting from the Large Infrastructure Program funding, amounts to over 123 million EUR, of which:

  • Water Infrastructure projects: over 35 million euro
  • Wastewater infrastructure projects: over 87 million euro

Practically all the municipalities have applied for funding for their water infrastructure projects in 2016. The maximum funding per commune is 2.5 million EUR dedicated to water and wastewater infrastructure setting and 1.5 million EUR for expansion of this infrastructure.

EU-funded Waste Management Modernisation Projects in Romania

Recently, the waste management systems modernisation projects in the Romanian counties Suceava, Dolj, Bihor, Alba, Cluj and Vrancea received green light from the EU Commission to receive additional funding.

The European commissioner for regional policy, Corina Cretu, approved the continuation of 11 projects from several Romanian regions, with financing of over EUR 500 million from the European Union. The projects are part of a series of essential fields: transport, natural disasters prevention, water supply and waste integrated management.

The six projects of waste management modernisation to be funded by the EU will contribute to the waste deposits dimensions by integrating the separation, collection, transport, clearing, recycling and elimination activities.

The newly installed Minister of Environment in Romania has the waste management system modernisation in Romania on his priority list.

The deputy mayor of Bucharest announced in July 2016 that the waste incinerator to be built is one of the main priorities for the current administration. The construction of the modern waste incinerator in Bucharest has to be finalized by 2020 and will benefit from 180 million EUR European funds from the Large Infrastructure Operational Program, out of the total investment estimated at 250 million EUR.

Furniture Production and Import-Export in Romania in 2016

Romanian furniture production and exports increased by about 8% in the first eight months of 2016 compared to the same period last year, reaching more than 1.4 billion EUR according to the latest data provided by the Association of Producers Furniture in Romania. 

Also in the first eight months of the year, furniture imports increased by over 20% compared to the same period in 2015, reaching over 381 mil. EUR.

According to the National Institute of Statistics, the production of furniture in Romania has recorded 1,4 billion EUR in 2015, up by 1.96% compared to 2014.

According to FRD Center, the furniture manufacturing in Romania is well known for its long tradition and good quality. The strong points of the Romanian furniture producers are:

  • availability of resources, including good quality wood
  • relatively low labour costs
  • high level of technical qualifications
The main furniture products manufactured in Romania are: living room furniture, bedroom furniture, kitchen furniture, upholstered furniture, mattresses, sofas, small furniture, chairs, tables, bookcases, office furniture.

Mobexpert Group is the leader of the furniture market in Romania. It includes nine furniture plants and a network of ten hypermarkets and 20 stores located all over Romania.

In the period September 2015 - August 2016, the Ikea store in Romania has recorded sales of 514,661,610 RON without VAT, up by 21.2% compared to September 2014 - August 2015.

During September 2015 – August 2016, the Ikea store in Romania has sold 17.3 million products, out of which the furniture has represented 79.5% and has been visited by 3,246,389 persons.

E-commerce and Digital Retail Development in Romania

The growth of Romanian retail sector is reflected also in the development of e-commerce, online shopping and mobile payments. The total value of domestic online retail business has grown from 1.1 billion EUR in 2014 to over 1.4 billion EUR in 2015, according to estimates of main players in the Romanian electronic commerce together with GPeC. The figure refers only to physical products sold online and not to services, utility bills payments, plane tickets, hotel reservations or vacations and trips, tickets to shows etc.

For example, the value of payments in the Romanian online stores grew with 59% in the first three quarters of 2016 compared to the same period of 2015 last year, according to data provided by RomCard to GPeC.

At the end of September 2016, online payments worth more than 434.2 million EUR had been processed compared to 273.2 million EUR processed in first 9 months of 2015.

The number of online card transactions also increased significantly in the period January-September 2016 compared to the same period of 2015, from approx 800,000 transactions per month in 2015 to 1.1 million transactions per month in the first three quarters of 2016.

According to GPeC estimates, 2016 has ended with a balance of approx. 585 million EUR processed online by card in the RomCard 3D Secure processing system, to which should be added the volumes processed by Netopia mobilPay.

In the first 9 months of 2016, transactions processed by Netopia mobilPay have exceeded the threshold of 3 million, 15% more of the total number registered in 2015. By the end of 2016 their volume was expected to reach about 4.5 million, 73% more than in 2015, and the amounts paid digitally were forecast to aggregate 175 million EUR, up 30% over previous year.

In the period January - September 2016, about 30% of total transactions made via Netopia mobilPay have been made via mobile devices. Smartphones were used especially, their share of total online purchases in the first three quarters was 26%, while 4% of transactions were made on tablets.

In 2015, of the 11 million Internet users in Romania, 6.7 million have shopped online at least once. According to MasterCard, in December 2015, the number of card payments made daily was 45% higher than in March of that year. Visa card officials said the number of online transactions paid with Visa in online stores increased by 20-25% in 2015 compared to 2014.

Most still prefer to use desktop when buying online, but mobile vehicles increased spectacularly in 2015, and the trend has continued in 2016. Thus, over 50% of the great online stores traffic was generated from mobile devices, according to GPeC.

In 2015, 1.4 million Romanians bought online via a mobile device, and approximately 850,000 through a mobile application. Currently, mobile penetration in Romania is over 100%, there are more active sim-cards than population. According to Vodafone Romania, the penetration rate of smartphones in Romania was of 63% in 2015.

2016 appears to be the best year in the history of online business and e-commerce in Romania. For example, the spectacular results from Black Friday 2016 prove that Romanian online purchasing has become a national phenomenon.

On the Black Friday 2015, have been sold online products totaling approx. 100 million EUR, registering a considerable increase compared to Black Friday 2014 when the value was situated at approx. EUR 75 million. On Black Friday 2016, the online retailer eMag, for example, sold good worth almost 76 million EUR. In a single day, on November 18, the company sold more than 1.1 million products online.

Also PayU, one of the main payment processors in Romania, announced that Black Friday 2016 (November 18 to 20), generated 188,000 online transactions, 67% higher than last year's edition.

Eight in ten Romanian users of mobile devices (79%) make payments or manage their money digitally. Over half of them (57%) purchase high value items, while almost two thirds (64%) pay their bills online via mobile devices, shows a study by Visa.

The consumption growth and increasing purchasing power of the Romanian population, backed by a sustained GDP growth of between 3.8% - 5.2% in the recent years, which is expected to continue at a similar pace for at least 3-5 years, are expected to positively influence the e-commerce development and online retail growth in Romania.

Building Materials and Construction Development in Romania


According to the Association of Building Business Owners, in 2017, the Romanian construction market will continue its recovery and slow growth after a long period of decline and uncertainties. The sector development will be supported mainly by private projects in the residential and the commercial sector, such as office buildings and retail property. For the residential buildings, the market players expect a growth of 5% in 2017.

The Romanian construction market will maintain its upward trend in the coming period due to several factors such as:
- the expected increase in the rate of European funds absorption
- the guarantees granted by the First House program, 50% for new homes and 40% for those older than 5 years
- the need for road infrastructure development
- reducing bureaucracy and modernisation of access to authorities via online

According to Eastern European Construction Forecasting Association (EECFA), Romania’s total construction output growth forecast for 2016 is 3.7% due the more optimistic indicators in the residential segment, the better performance in industrial and logistical construction, and finally, the growth in activity in road construction.


2017 is anticipated to register a growth of 5.2%. For 2018, an expansion of 8.6% is awaited now in the overall construction in Romania, mainly driven by residential construction exceeding growth rates of 10%. The reasons comprise historically low mortgage rates, favourable government policies and a market attracting more speculative development.

According to the Romanian Association of Expanded Polystyrene Manufacturers, the Romanian market of expanded polystyrene / styrofoam, evaluated by specialists at over 100 million EUR, will continue to grow in 2017 given the expected growth of the construction sector and the need to intensify the national program for thermal rehabilitation. However, the peak of the growing trend is expected in 2-3 years' time, mainly due to the implementation of energy efficiency legislation in building and construction. Currently, members of the Association are Arcon, Austrotherm, Congips, EPS Thermopor, Euroconf Impex, Firos, Hirsh Porozell, Isopor, Masterplast, Mecatronics, Mindo, Onebrand and Swisspor.

Depaco, part of Wetterbest, with activities in the production and import of metal roofing systems and components, has closed 2016 with a turnover of about 28.3 million EUR, up 20% compared to 2015. For 2017, the company estimates an increase of about 15% compared to 2016. According to the company's representatives, the Romanian metal roofing market will have an optimal evolution in 2017 in line with the general trend of the economy, meaning an increase of about 3% -4% from the level in 2016. Also it was observed an increase in the demand for higher priced products which is expected to continue.

German group Henkel, which in Romania registered an annual turnover of about 140 million EUR, expects to register an annual organic growth of between 2% and 4% by 2020.

According to representatives of Sika Romania, one of the major players in the local chemical construction materials market, in recent years the Romanians have shown a growing interest for dedicated waterproofing products, understanding their importance and especially the need for choice of a high quality solution to avoid possible further problems.

Sika Romania, a subsidiary of the Swiss corporation, was established in 2002. In June 2008, they inaugurated the first Sika production unit in Romania, the additives factory in Brasov. In addition, Sika inaugurated in 2014 the second factory in Romania, in the Cluj county, where they produce special mortars, as well as mortars used as adhesives.

As for the Romanian market of insulating joinery, 2016 brought a substantial annual increase, of between 15% to 25% for some Romanian manufacturers. For 2017, the representatives of Dr. Hahn estimate a growth rate of 10%. The following 2-3 years they expect annual growth rates between 4.5% and 5% in turnover.

Temad Group recorded in 2016, an increase of 7% of the total turnover, compared to 2015. For 2017 the management aims to achieve revenues of 33.5 million EUR reaching 40 million EUR by 2020. Sales of insulating joinery products registered an upward trend, reaching an increase between 6% and 7% with a similar trend expected for the next five years.
