Biomass and Renewable Energies Market in Romania

FRD Center considers that there are numerous opportunities for foreign companies involved in renewable energies technologies, in biomass and biogas utilisation, cogeneration, cleantech, Waste-to-Energy technologies, utilities management and automation, smart grid and smart metering technologies, waste management etc. to do business in Romania.

For tailor-made sector data, B2B matchmaking with players in the Emerging Markets in Europe, for M&A assistance and target origination feel free to contact the FRD Center team at: email: europa@frdcenter.ro or tel: +4021 411 1459/60/61

Funding for new projects, modernisation and rehabilitation is available both from Governmental and EU sources, as well as from private sources. As an example, the Priority Axis 6 under EU POIM program is dedicated to promoting clean energy and energy efficiency for a low carbon economy (total allocation 197.3 million Euro).

Similarly, the National Rural Development Program (PNDR) 2014-2020 with a total allocation of 9,36 billion Euro has a line of financing for investments in agricultural holdings to integrate energy efficiency measures and Renewable Energy Sources.

The measures encourage investments in installations for electrical or thermal energy production by using the biomass residues resulted from own farming activity as well as other sources.

The potential of biomass usage in Romania, as an alternative to fossil fuels, is a reality which attracts serious attention of both local and international players. Also, biogas from manure is a viable option for thermal power for Romania's many animal farms.

The installed capacity of biomass-based energy has increased in 2016 to 105,791 MW from 104,557 MW in 2015.

The production of biofuels and biogas is considered to have a high potential in Romania. In 2015, the production was 1,500 GWh for biofuels and 450 GWh for biogas.

The largest share of green energies in the total electricity production in Romania in 2015 was of hydro power (26%) followed by nuclear energy (20%), wind energy (8%), energy from biomass (1%) and photovoltaic energy (1%) according to Transelectrica data.

In respect to the renewable energy produced in Romania, in 2015 compared to 2014 the wind energy increased by 13.88%, biomass production increased by 2.9%. The most significant increase was recorded in the production of photovoltaic energy, of 22.58%, the generation of this sector totalizing 2.003 GWh.

Waste-to-Energy and energy from biomass is a hot topic in Romania for a multitude of reasons. One of them is the availability of waste and sub-products from the agricultural and forestry sectors. The potential of biomass from manure in Romania is based mainly on swine and poultry husbandry activities as they are the most organized industrial animal husbandry sectors and generate more than 75% of total estimated manure quantities / year.

According to the Romanian Ministry of Agriculture, in 2016 there were:
•2,081,233 heads of cattle
•4,478,596 heads of pigs
•85,096,537 heads of poultry
l
As for forestry resources for biomass, according to the latest data published by the National Institute of Statistics, the total area of the forest land in Romania was 6 544.6 thousands hectares in 2014, accounting for 27.3% of the total country area. According to the same source, the production of fire wood in Romania in 2014 was of 4.86 million m3, while in 2015, it was of 5.08 million m3, 4.5% more than in 2014.

According to ASFOR, in Romania are harvested annually approx. 19 million cubic meters of timber, of which 12 million cubic meters for the industrial processes, and the difference of seven million cubic meters for heating and other uses.

According to the NREAP, the estimations for 2020 of biomass domestic supply of forest wood will reach 3,500,000 m3 per year, the supply of by-products of wood-based industry will reach 4,000,000 m3 per year, while the supply of resources from agriculture and fisheries (by-products) will reach 3,762,000 ton per year.

Currently a number of legislative documents are under preparation, such as the New Heating Law, which debates to set a 50% share of the energy produced (heat) for the domestic / district heating to be obtained from bioenergy sources, and the Biomass Law, whose main purpose is the creation of a transparent and stable framework for investors.

In Romania, the heat market is regulated by the Romanian Energy Regulatory Authority. Urban heating is provided by district thermal plants and old-style cogeneration plants running on natural gas and coal or oil. The cogeneration in district heating sector in Romania is being re-discovered as the most promising option to reduce the costs and the greenhouse gas (GHG) emissions of district heating operators.

As an example, recently the private healthcare network Regina Maria launched a new laboratory in Bucharest fitted with equipments that required a EUR 3.5 million investment. The Central laboratory is the first reference center Roche Diagnostic for biochemistry and immunology.

Food market in Romania and Bulgaria
The agri-food market in Romania is one of the most dynamic in Europe. Romania's food imports have reached in 2016 the historical record of EUR5.8bn. GDP growth was 4.8% and purchasing power went up 12%. Provisional data show that FDI into Romania increased by 19% in 2016. Second largest in CE Europe after Poland, Romania is presently a market with outstanding potential, a strategic location, and an increasingly solid business climate. Romania’s impressive recent economy and consumption growth make it an interesting destination for food exports and investments in food processing.

Bulgarian food and beverage industry produces nearly EUR 5 bln or 3.5% of GVA. Food industry is an important part in the export structure of the country. Investments in food industry had more than 10% annual growth in 2013-2016. Processors increasingly demand technologies and organisational practices to improve competitiveness and reduce labour costs. The consistent growth in personal income and HoReCa development resulted into a more sizable premium food market niche, although the Bulgarian food market is still characterized by severe price competition.

Opportunities for Dutch companies
The mission is addressed to Dutch companies active in the following areas:
• Food and Beverage products
• Food and Beverage industry technology
• Raw materials and ingredients for F&B production

Business opportunities for Dutch food and beverage exporters are envisaged mainly because:
- purchasing power of Romanian consumer increased with 12% in 2016 and it is expected to continue
- local food production capacities are being further expanded and modernised
- imports of specialty type and gourmet foods will continue to grow in 2017-2020
- consumption pattern of Bulgarian consumers is changing – seeking for maximum health benefits and minimum artificial ingredients.

Mission program
To maximise on these and other opportunities, the Netherlands Embassy in Bucharest will facilitate an intensive Trade Mission for interested Dutch companies from 6-9 June 2017.

The Mission will:
1 - provide an insight into the diverse opportunities of the Romanian and Bulgarian food & beverages market through a Sector Roundtable and two Retail Store Visits
2 - facilitate customised B2B matchmaking: direct contacts with main market players - specialist importers-distributors, direct buyers in main retail chains, food & beverages producers - and institutional stakeholders, and give first-hand information on commercial collaborations and export possibilities
3 - enable direct contact with key opinion leaders, authorities, market players, the Dutch business community in Romania in a Networking Event
4. – Bulgarian food and beverage companies will be invited and facilitated to participate in the B2B matchmaking sessions.

Participants are kindly asked to register before the deadline of 28 April 2017.

Organisers
The activities are organized by the Netherlands Embassy in Bucharest. The local project management and B2B matchmaking is provided by FRD Center.

According to GfK: The FMCG market rose 3,4%, by value, on the year in 2016. Romanians buy essential goods less often, but spend more when they go shopping. When it comes to essential goods, the categories of food products still dominate Romanians’ expenses, accounting for 66%.

Modern commerce makes up 57% of Romania’s overall FMCG market. Throughout 2016, modern retailers won two percentage points compared with 2015. Supermarket and discount-type stores contributed the most to the increase in modern commerce, gaining half of percentage point, each.

The market share of the ten largest retailers rose by only one percentage point (compared with three points in 2015). Lidl and Profi are among the most active retailers when it comes to market share increase. Traditional commerce had a negative evolution throughout 2016, and the decrease by two percentage points was caused by a decline in the frequency by which Romanians shop in traditional stores.
